Deputy Minister for Finance
& Senior Advisor and Special Representative to the Chief Executive Islamic Republic
In January 2009, Dr. Mastoor assumed the role of Deputy
Minister for Finance of, Islamic Republic of Afghanistan. He also assumed the role of Senior Advisor and Special Representative to the Chief Excutive in September 2015. His near plenipotentiary responsibilities for International Financial Institutions and bilateral partners provide the anchor
of Afghan public Finance that have reached a higher plateau.
His achievements span across a wide spectrum. In 2012, Afghanistan’ Open Budget Index rose by 38 points to 59 from a Score of 21 in 2010, and 8 in 2008.
He guided the Aid management Policy that captures the elements
from the Busan conference’s “New Deal” and best practices of fragile situations
He is the lead negotiator for the Turkmenistan- Afghanistan- Pakistan- India (TAPI) gas pipeline that will extend from Turkmenistan through Afghanistan to the India_Pakistan border.He is also leading the Afghan side on the Central Asia- South Asia (CASA) 1300MW regional electricity transmission that connects Kyrgyz Republic and Tajikistan through Afghanistan to Pakistan; yield considerable revenue for Afghanistan from transit; and, serve as a catalyst in security and prosperity. He as the Alternate Governor of Afghanistan remained a main interlocutor for the Asian Development Fund grant financing that provides Afghanistan with a post conflict premium, which will continue until 2018. Under his Leadership, alignment of donors funding saw a turning point; the medium- term fiscal and budget framework provided fiscal discipline;
the public Financial Management
(PFM) roadmap reinvigorated reforms;
and de-concentrated budgeting at the provincial
Level beginning to flourish with a new horizon. He is also Alternate Governor of Afghanistan Governor of Afghanistan to the World Bank, Islamic Development Bank and one of the founders and Governor of Afghanistan in South Asian Association for Regional Cooperation (SAARC) Development Fund (SDF). He is
a contributing member of many boards and working groups including G7+, an association
of countries affected by conflict. He leads the Economic Working Group of the Afghanistan-US Strategic Partnership Agreement.
In 2003, he joined the Ministry
of Health as a consultant in a World Bank funded project for Grant and Contract Management unit and promptly became the director of the same Unit. He greatly contributed to the design of the medium-term health policy and strategy to a success story of the Basic Public Health Services.
He has worked with a number of Afghan publications as a satire writer and a cartoonist. He is an avid golfer and the President of the Afghanistan Golf Federation. He reside in Kabul
